CPNP Notification

The Cosmetic Products Notification Portal (CPNP) is an online system managed by the European Commission under Regulation (EC) No 1223/2009. It allows cosmetic products to be electronically notified before they are placed on the EU market. If you want to sell cosmetics in the EU, CPNP notification is not optional — it’s a legal requirement.

The CPNP process is completed online by the EU Responsible Person (RP) before the cosmetic product is sold in Europe.

1. Create an EU Login: Register for access to the CPNP portal through the European Commission system.
2. Prepare Product Documents: Ensure the Product Information File (PIF), Cosmetic Product Safety Report (CPSR), formula details, and compliant label artwork are ready.
3. Submit Product Information: Upload product details, ingredient information, packaging images, and Responsible Person data into the portal.
4. Complete Notification: After submission, the product receives a CPNP notification reference and can legally enter the EU market.

Once a product is successfully notified in the CPNP, no additional national notification is required within EU member states.

CPNP Steps for Distributors

Distributors usually do not need to submit a new CPNP notification unless they modify the product in a way that affects compliance. If the distributor makes significant changes to the product or packaging, they may become the Responsible Person under the EU cosmetics regulation.

A Distributor who makes available in a Member State a cosmetic product already marketed in another Member State and, for that purpose, translates, at his initiative, any element of labelling in order to comply with national law is obliged to notify this in CPNP after finding the RP who first notified the product.

Typical distributor responsibilities include:

1. Verify the product already has a valid CPNP notification
2. Confirm that an EU RP is assigned
3. Ensure labels comply with local EU language requirements
4. Check packaging and claims remain unchanged
5. Connect with the existing CPNP notification under your CPNP distributor profile.
